Vapor is often unfairly grouped with cigarettes, and this includes the cost smoking poses to the state; Vaping replaces smoking, and consequently, saves the state money.

Regarding Vapor:

Vapor is 95%-99% less harmful than tobacco smoke, and are used by smokers to quit tobacco, saving the state money. In  Maryland alone, the state spends over 922 Million dollars per year directly on health care related to tobacco use through the Medicaid program; the total cost of tobacco use in Delaware alone is a staggering 5.6 Billion dollars per year.
