“We must protect the children”

Youth need protection from Tobacco, not Vapor.

Concern Regarding Vapor:

A frequent criticism of vaping centers on a fear that it entices children and youth to begin a habit they otherwise would not have.

Facts
Regarding Vapor:

According to the CDC,  19.8% of high school students smoked cigarettes in 2009; in 2016, that number has fallen to 8%. Overall Tobacco use however, has remained relatively constant, Changing slightly from 23.9% in 2009, to 20.2% in 2016. Simple deduction indicates youth are indeed substituting a low risk product, Vapor devices (which were introduced in 2010), for High risk products, Cigarettes – to the benefit of youth public health.
